Your quest for the Talismans of the Divine begins at the Boastful Shopkeeper on Virga Island, located in the Dragon Statue Plaza. He offers one Talisman for 100,000 Reeve.

Next, you'll need to defeat Homo Sondro, a secret final boss encountered after completing the "Apostles Of The Apocalypse" bounty. This bounty becomes available during the final month of the game, starting September 26th. Defeating Homo Sondro rewards you with another Talisman of the Divine.

Another Talisman awaits at the summit of the Tower of Insolence. While accessible during your free time in Altabury Heights, reaching the upper floors requires a return visit during a later period of free time. Conveniently, you'll need to revisit the Tower to battle The Devourer of Stars, making this a logical time to acquire the Talisman.
